I'm not totally sure of the question - is high street the same as upper class? Being a foreigner, I have to ask silly questions
If so, you could be looking for James Henry Skene, British consul in Aleppo. He also accompanied Upton on his buying mission in 1874.

Sorry Anne, "high street" in this case means a "chain" of shops so that there would be a branch in most towns. Examples would be Walmart in the USA, MacDonalds etc etc. That is a common store that one would find in most places Many appologies for my use of a colloquialism!
