Query, on a covering certificate (For Appaloosas) it states Breeders certificate and covers who owns/leases the mare at the time of covering.
Should the mare be subsequently sold on, and then foals, who would the breeder be

with Arabs it is the person registered as the mare owner at the date of foaling, not the owner at the date the are was covered if different.

It is the person who owns or leases/loans the mare at the time of foaling
