Your stallion can be registered with the AHS providing you can prove his parentage, and that they were registered as breeding stock. I would imagine that at three years old without his original covering certificate you could go down the DNA route. It will be costly, but might be worth it.
Any offspring from your stallion will not be able to be registered as a part-bred arab, until he himself is accepted into the AHS register, unless of course he is put to an already registered pure-bred or part-bred. The foal would be listed as sire unknown.
Your stallion would have to carry at least 25% arabian blood, to pass on 12.5% arabian blood, when put to a non arab, which I believe is the minimum percentage the AHS accept as a part-bred.
