I have been looking at a mare and Muneer Ibn Melchoir is the sire the dam is Monique,but she has no papers and apparently can not be registered as both sire and dam are now dead,would this be the case?

Why don't you contact the registration department of the AHS "maybe" they might have dna results of both parents stored. But I'm sure they would be able to give you advice.
