We are considering applying for planning for some stables and storage on our land. Does anyone know if we would be charged rates by the local authority if we are successful and build? Also we are considering a couple of shipping containers for secure storage and to house hay. The only thing that bothers me slightly about this is the possibility of combustion of the hay. Does anyone have any experience of this?

When I applied for planning I wrote to my local valuation office of the inland revenue for clarification. It took them months to come up with an answer, and that was on a personal visit.
I think a lot depends on the use. There was in force at the time an exemption for stud farms, where the stables were not subject to the uniform business rate, on the welfare basis and short term nature of foaling boxes etc.
If it were to be run as a livery it would be business rated, charged at so much per square foot. Not the fairest rate as £20 a week for 144 sq. ft of stable not the same as the profit you make from 144 square ft. of almost any other business.
Agricultural buildings dont usually carry the same rate burden, but local authorities HATE to treat horse enterprises as agriculture, they are leisure.

We are in the process of applying for planning for a 30 x 45 barn. I asked the rate for use as a hay store as a farmer told me its cheap and easy. NOT SO! £2700! Now waiting for a rate as stables |

Hi Justine, that is ridiculous! I don't know anyone round here who pays rates for a hay barn! That works out about as much each year in rates as a kit form building costs to buy!
I will stick to haylage, no storage needed. I think I would be tempted to buy a few mobile field shelters for the money spent on rates if that is the right quote they have given you. No planning needed, no rates to pay.
Some people hear the word horse and their eyes light up with pound signs. |

Justine, we don't pay any rates on our 20 x40 Hay barn, which is now 4 years old, and has full planning permission, including a visit from the Sussex County Council planning officer. We also have 7 stables too, they are however for private use and not used for livery/rented out. Nicky |
